8-Point Plan for Peace (& Experiment in Neo-Millennial Coexistence)

1. Disarmament: Serbia is made a weapon-free zone.

This is offered as a voluntary option as opposed to continuing the war indefinitely. All people of all ethnicities within the designated boundaries give up all fire-arms. Military converts to civilian work force rendering aid to residents and helping with reconstruction. Military personnel have option to revert to chosen vocations.


2. Law enforcement:

Maintained by United Nations peacekeeping force (armed) of mixed nationalities.


3. Slobodan Milosevic is granted immunity.

A home is found for him in some distant country (Australia?); he is given ca $1-2 million (incentive) and removed from the scene.


4. All refugees are allowed to return to their homes,

to settle where they are, or to go to accessible places where they would like to live.


5. Humanitarian aid is provided and flown in immediately by NATO.

6. Infrastructure is rebuilt by NATO forces

with the participation of the residents and former military people.


7. United Nations provides counsel for reestablishment of self-government.

The resident people are entitled to free debate and self-determination (not an imposed, pre-conceived form of government).


8. United Nations governance during the interim;

timetable is established for return to Serbian self-governance., expected in the year 2000.



Advantageous aspects of this plan which make it feasible:

-- The people of Serbia and refugees are would be relieved of war.

-- Refugees allowed to return or to settle.

-- Slobodan Milosevic is allowed a peaceful, face-saving exit, presented as "a service to one's country."

-- Enhances role and recognition of United Nations in the world.

-- Puts NATO in a constructive, as opposed to destructive, posture.

-- Reconstruction (on a day-to-day basis) is cheaper than war.

-- Reconstruction is safer than war.

-- NATO, directly involved in the reconstruction, will be able to see close-up the damage wrought.

-- Lives are spared; people are cared for; people can start their lives again.

-- Disarmament may induce lower levels of violence than in other modern nations.

-- Multiple ethnicities have opportunity to "bury the hatchet" and proceed to reconstruct together; presumed bonding occurs around joint effort.
